Decision-making on Garbage Fees at the Local Government Level

本研究では,全国351市のデータを用いて,ごみ処理有料化の導入と,ごみ処理手数料の水準決定にあたって各自治体が考慮している要因を分析した。結果として,有料化導入と手数料水準決定についての自治体の判断は,ごみ処理費用とは強い結びつきのないことがわかった。有料化の実施については財政的な基盤の強弱が特に強く関係し,手数料水準については所得水準や住民説明会の回数などが,その大小を決定している。またこれら自治体固有の内生的な要因の他に,隣接自治体の有料化状況といった外生的な要因も強く働いていることが,有料化導入についても手数料水準決定についても確認された。さらに図と事例分析を通じて,これらの結果を補完する考察を行った。
