Abstract Nationalism in nineteenth-century Belgium and the Netherlands, two small neighbouring states often referred to together as the Low Countries, was typically inclusive or civic in nature, rather than exclusionary or ethnic. Neither Belgian nor Dutch nationalism experienced the ‘sharp shift to the political right of nation and flag.
