The Chiefs in the Kandyan Provinces did not like the administrative arrangements made by the British Government in Ceylon in the early years of the nineteenth century, as they found that they were losing status though they were allowed to continue in power and retain their special rights and privileges.

The president suspended the writ of habeas corpus in places as remote from the Confederacy as Massachusetts six weeks before he made a similar move in the critical border state of Missouri.
