Waste Management Research, 1996 「廃棄物処理法」の改正により, 医療廃棄物の処理も一応制度的には整備されて来たが, 感染性を強調するあまり, 他の医療廃棄物についてはお座なりになりがちで, このことが感染性廃棄物の範囲や処理方法にまで影響し, 肝心な適正処理に対する考え方をあいまいなものにしている。今処理の現場では, 処理の質を無視した低次元での競争のみがめだち, 正常な市場形成には程遠い状況といわざるを得ない。だが一方では, 真の適正処理をめざし困難な状況の中で, 懸命な努力を続けている人々も少なくないのである。その動きが (社) 全国産業廃棄物連合会・医療廃棄物専門部会の発足であり, 処理業界の危機的状況を十分認識した上での「感染性廃棄物処理の自主基準」制定であり, 自己チェックリストの作成なのである。またこれを具体化するため「
