2000The discussion in Germany about waste management started in the 1960s. Traditional waste management, however, was basically rooted in overcoming hygiene problems. The Federal Epidemic Act (1900) required public provision to be made for basic requirements (Daseinsvorsorge) under the responsibility of local governments.
