自然災害・被害の予測の高度化を念頭に,本論文は,各種自然災害・被害のシミュレーションに供される都市モデルを構築するために,GISデータを変換する手法を提案する.データ変換の汎用性と堅牢性を高めるため,中間層データを使う方法論を考案し,実際に構造物と都市空間の中間層データを設計した.この中間層データを介して,地震被害と洪水・火山噴火災害のシミュレーションに供される都市モデルがGISデータから自動的に構築されるコードを開発した.開発されたコードを使って市販のGISデータを変換して都市モデルが構築されること,そのデータ変換が堅牢であることを確認するとともに,自動構築された都市モデルを使ったシミュレーションが実行可能であることを示した.
