We examine the constraints on the neutrino mass matrix consistent with the recent rediscovery of a 17-keV neutrino, the absence of neutrinoless double-{beta} decay, and neutrino oscillation experiments. I review the current status of the solar neutrino problem, including the exciting possibility of matter enhanced neutrino oscillations. Neutrino flux measurements, independent of questions of solar dynamics, appear to leave only one competing candidate astrophysical solution, at least in the case of steady-state solar models.
