Thomsen draws on quantitative data to show that ideological moderates are less likely to run for and remain in Congress than those at the extremes. Abstract This chapter explores the nature of opt out as a policy response to the widely recognised organ shortage. It provides an overview of a spectrum of organ procurement models—including mandated choice, markets, and others—and considers why they are often set aside in favour of the more commonly proposed approach of opt out.
