Gendering Parental Leave Arrangements
育児休業は、常にジェンダー変革的とは限らない。制度は両性に開かれていても、実際に取得するのは母親が多い。女性ばかりが取得する結果、労働市場における男女不平等が再生産される。では、いかなる条件の下で、育児休業政策はジェンダー革新的になるのだろうか。本稿では、EUおよび北欧諸国 (スウェーデン、デンマーク、ノルウェー) の経験に注目しながら、男性の子育てを促進するジェンダー自覚的な育児休業のあり方を探る。ヨーロッパの経験からは、1) 「男性稼ぎ手モデル」から「平等シェアモデル」へ、2) 「家族単位」の制度から「他者 (移譲できない個人の権利」としての制度へ、という二つの基本的な政策動向が見いだされた。北欧の経験によれば、ジェンダー変革的な育児休業制度の条件は、1) 最低6ヶ月を越える充分な期間の長さ、2)
