Participatory Budgeting: Models and Approaches [PDF]
Participatory budgeting is a democratic approach to deciding the funding of public projects, which has been adopted in many cities across the world. We present a survey of research on participatory budgeting emerging from the computational social choice literature, which draws ideas from computer science and microeconomic theory.

Participatory Budgeting: Data, Tools and Analysis
We provide a library of participatory budgeting data (Pabulib) and open source tools (Pabutools and Pabustats) for analysing this data. We analyse how the results of participatory budgeting elections would change if a different selection rule was applied.

Multi‐Functional ZnO–Te Heterojunction Devices Enabling Compact Frequency Quadrupler
Wafer‐scale ZnO–Te heterojunction devices featuring tunable double negative differential transconductance (D‐NDT) are demonstrated at ≤ 200°C. Leveraging this unique characteristic, a single‐stage frequency quadrupler is realized, achieving a 64%–75% reduction in device count.

Impact of Oxygen Plasma Pre‐Treatment on Thermal Oxidation and Reliability of SiO2 on 4H‐SiC
We investigate how oxygen plasma pre‐treatment affects the thermal oxidation of silicon carbide. While plasma modification increases growth rates by 84%, it reduces dielectric breakdown strength by 18%. Our findings reveal that although plasma improves the interface state density, it introduces structural damage, highlighting a critical trade‐off ...

Participatory Budgeting Designs for the Real World
Participatory budgeting engages the public in the process of allocating public money to different types of projects. PB designs differ in how voters are asked to express their preferences over candidate projects and how these preferences are aggregated to determine which projects to fund. This paper studies two fundamental questions in PB design. Which

Evolution of Materials and Device Stacks for HfO2‐Based Ferroelectric Memories
This review summarizes engineering strategies for HfO2 based ferroelectric memories with focus on FeCAP and FeFET structures. It describes how dopant design, stress effects, and interface engineering improve the bulk ferroelectric response. It further discusses how channel engineering supports reliable memory characteristics and scalable integration ...
