In this chapter we consider the overlaps between smuggling and modern slavery and ask whether it is accurate to explain people smuggling as the outcome of resurgent transnational organized crime. Existing empirical studies of smugglers reveal some to be opportunistic offenders who broker journeys as the need arises for small sums of money.
