This study presents a stochastic and security‐constrained transmission expansion planning framework that incorporates correlated wind–load uncertainties using the DWP–RSS model and evaluates N − 1 contingencies. The proposed Benders‐based methodology enhances reliability and provides cost‐efficient and resilient grid reinforcement decisions.
