1994Propaganda, as a means of shaping and controlling public opinion, is a familiar instrument of every modern government. Unlike twentieth-century regimes, imperial France had no Ministry of Propaganda, and no Ministry of Information, but Napoleon himself was responsible for supervising these essential functions of government.
