石油化学工業の主要中間原料であるエチレンは米国では天然ガス,わが国や欧州ではナフサ分解によって生産されているが,原料の変化は技術的のみならず経済的にも問題が多い.ナフサ分解の副産物中には化学的高度利用が望まれる成分も多いが,低硫黄化要請からそれらを自家燃料とせざるをえないのは資源的にもったいない話である.高分子工業は石油化学工業と質量的依存体制の中で発展しており,高分子製品の石油化学化は実質100%に近づいている.それら高分子製品の40%前後が直接間接輸出されており,石油化学工業の国内立地難と輸出先現地生産ならびに発展途上国の石油化学工業指向の願望から,合弁による石油化学工業の海外進出が進められている.
