With the widespread adoption of universal adult franchise in the ‘Western’ world, it would seem that the democratic ideal of ‘one man, one vote; one vote, one value’ has been achieved. This is not the case, however; ‘one man, one vote’ may be a reality, but ‘one vote, one value’ is not, at least in a large number of countries.
