Time is not fundamental, and light does not propagate in time

This paper presents a framework in which time is shown not to be a fundamental primitive of physical reality. Building on the causal and conformal structure of spacetime developed by Penrose and the participatory completion ideas of Wheeler, the work reinterprets photons as null admissibility structures completed only at instantiation boundaries.
