Delays in Public Investment Projects

The returns from public investment, especially during periods of scaling up, are often lower than expected. To understand the mechanisms behind this regularity we exploit original information on investment projects obtained from World Bank project reports to document the extent and the drivers of time delays in project implementation.

In a recent article, Mishan (1967) challenged the validity of the discounting procedure set forth by Marglin (1963) and Feldstein (1964) for evaluating the time streams of benefits and costs generated by public investments.
