JAPAN TAPPI JOURNAL, 1994 中国は香港との関係で眺めると関心を引く。ご存知の通り香港は今から約3年後の97年7月1日をもって中国に返還される。返還後も50年間は現制度が維持されることになっているので, 中国は「一国家二制度」という政策をとることになる。しかし, 返還後の香港のあり方をめぐっては, 香港政庁のパッテン総督と中国の北京政府が激しく対立し, ほとんど決裂状態になっている。パッテン総督はイギリス保守党の元幹事長であり, 92年7月に香港最後の提督として赴任した。香港が中国に返還される前に選挙改革を行って民主主義の政治を浸透させておきたいと考えるパッテン総督……そしてその背後にあるイギリス政府……と, 選挙改革の影響が中国本土に及ぶことを忌避する北京政府の間の対立は解消しそうにない。
