In some of political treatises on Naserddin shah Qajar era we found an Idiomatic called "Emtiyaz-e Fazli" that equals to concept of meritocracy. Merit associated with the current process of rationalization and secularization by the communities placed at the service of development. Social division of labor and specialization is necessary to meritocracy.
