Resource marking and fair rate allocation

2002 IEEE International Conference on Communications. Conference Proceedings. ICC 2002 (Cat. No.02CH37333), 2003
In resource marking theory, users adapt their rates according to their utility functions and congestion signals from the network. Using a special type of utility function, this leads to a proportionally fair rate allocation among the users. We examine the ability of two proposed resource marking implementations, random exponential marking (see ...

Rate Allocation for Motion Compensated JPEG2000

2018 Data Compression Conference, 2018
This work proposes the video codec MCJ2K (Motion Compensated JPEG2000), which is based on Motion Compensated Temporal Filtering (MCTF) and JPEG2000 (J2K). MCJ2K exploits the temporal redundancy present in most videos, thereby increasing the rate/distortion performance, and generates a collection of temporal subbands which are compressed with J2K. MCJ2K

Distributed Rate Allocation in P2P Streaming

Multimedia and Expo, 2007 IEEE International Conference on, 2007
In peer-to-peer (P2P) streaming, each peer contributes its upload bandwidth to redistributing the data stream to its downstream peers. How to optimally utilize the upload bandwidth of each peer is an important issue. In this paper, we propose a fully distributed algorithm to optimize the link rate allocation in P2P streaming.

Feasible Rate Allocation in Wireless Networks

2008 Proceedings IEEE INFOCOM - The 27th Conference on Computer Communications, 2008
Rate allocation is a fundamental problem in the operation of a wireless network because of the necessity to schedule the operation of mutually interfering links between the nodes. Among the many reasons behind the importance of efficiently determining the membership of an arbitrary rate vector in the feasibility region, is its high relevance in optimal

A Competitive Rate Allocation Game

2012
We introduce a competitive rate allocation game in which two receivers compete to forward the data from a transmitter to a destination in exchange for a payment proportional to the amount of forwarded data. At each time slot the channel from the transmitter to each receiver is an independent random variable with two states, high or low, affecting the ...

Rate Allocation for a Multi-Service Internet

IEEE GLOBECOM 2007-2007 IEEE Global Telecommunications Conference, 2007
The paper introduces a new algorithm for rate allocation in a multi-service Internet. The algorithm meets delay requirements of different services and provides fairness and congestion control. A performance comparison with other leading protocols is also carried out.

On the duality of rate allocation and quality indices

28th Picture Coding Symposium, 2010
In a recent work [16], the author proposed to study the performance of still image quality indices such as the SSIM by using them as objective function of rate allocation algorithms. The outcome of that work was not only a multi-scale SSIM optimal JPEG 2000 implementation, but also a first-order approximation of the MS-SSIM that is surprisingly similar

Routing and rate allocation in rate-based multi-class networks

Performance Evaluation, 2005
In this paper, we investigate the performance of routing and rate allocation (RRA) algorithms in rate-based multi-class networks. On the arrival of a connection request, an RRA algorithm selects a route for the connection and allocates an appropriate rate on the route; failing this, it blocks the connection request. We measure the performance of an RRA

Rate control and bit allocation for MPEG-4

IEEE Transactions on Circuits and Systems for Video Technology, 1999
In previous years, an interest has developed in the coded representations of video signals allowing independent manipulation of semantically independent elements (objects). Along these lines, the ISO standard MPEG-4 enhances the traditional concept of the video sequence to convert it into a synchronized set of visual objects organized in a flexible way.
