Journal of Education for Sustainable Development, 2007
In the context of the UN Decade of Education for Sustainable Development (DESD), United Nations University (UNU) initiated the creation of a network of Regional Centres of Expertise (RCEs) for Education for Sustainable Development. This paper describes the philosophy behind the activities performed by one of those RCEs, RCE Rhine-Meuse, an RCE ...

Entailment recognition is an important paradigm of reasoning that judges if a hypothesis can be inferred from given premises. However, previous efforts mainly concentrate on text-based reasoning as recognizing textual entailment (RTE) , where the hypotheses and premises are both textual.

[Proceedings 1993] Second IEEE International Conference on Fuzzy Systems, 2002
The authors propose a supervised fuzzy neural network called a fuzzy restricted Columb energy (fuzzy RCE) network for classification problems. In a fuzzy RCE, each hidden neuron is a fuzzy prototype which can be used to represent one or many training patterns.

Journal of Education for Sustainable Development, 2010
The Regional Centre of Expertise (RCE) Rhine-Meuse is one of the first seven pioneer RCEs and the first in Europe. It was established in 2004 after a preparation period that began in 2001. The period 2005–07, which is described and analysed in this article, was when the RCE established a position in the region and proved its added value.

RCE networks: an experimental investigation
IJCNN-91-Seattle International Joint Conference on Neural Networks, 2002The author briefly surveys the history of hyperspherical classifiers and restricted Coulomb energy (RCE) networks. The ability of a trained RCE classifier to correctly classify new instances is compared with that of several well-known classifiers.

Metastable ion production in the RCE process
Nuclear Instruments and Methods in Physics Research Section B: Beam Interactions with Materials and Atoms, 2006Metastable ion production under resonant coherent excitation (RCE) of channeled ions in crystals is considered theoretically together with other characteristics of the process within the unified density matrix approach [V.V. Balashov, I.V. Bodrenko, Moscow State University Bulletin, Physics and Astronomy, No. 1 (2001) 27].

RCE photodetector with cascaded grating structure
SPIE Proceedings, 2009New type of photodetector with cascaded waveguide grating filters as bottom reflection mirror is proposed. Greatly improved spectral response is shown to follow by the integration of waveguide grating into classical thin-film homogeneous layers. Calculation results for single grating, cascaded-double grating and cascaded-triple grating structure are ...

RCE CLASSIFIERS: THEORY AND PRACTICE
Cybernetics and Systems, 1992Restricted Coulomb Energy (RCE) classifiers, as described by Scofield et al. (1988), are shown to have a conceptual relationship with hyperspherical classifiers developed in the 1960s by Batchelor (1974). These classifiers are also shown to share similarities with networks of localized receptive fields and with psychological models of concept formation.

Annealing and Shunting in RCE HgCdTe Photoconductors
2006 Conference on Optoelectronic and Microelectronic Materials and Devices, 2006Resonant cavity enhanced HgCdTe structures have been grown by molecular beam epitaxy, and photoconductors have been modelled and fabricated based on these structures. Ex-situ annealing for 20 hours under a Hg atmosphere did not markedly degrade cavity performance, and resulted in much more uniform material. Responsivity measured on the ex-situ annealed

RCE photodetectors based on VCSEL structures
IEEE Photonics Technology Letters, 1999We have fabricated top illuminated resonant cavity enhanced (RCE) detectors by partially removing top-mirror pairs of a vertical-cavity surface-emitting laser (VCSEL) structure by etching. The observed maximum quantum efficiency is 73% with a spectral full-width at half-maximum (FWHM) of about 1.7 nm.
