The public sector might seem to be an appealing growth opportunity to commercial insurers confronted by stalled private-sector coverage expansion, but whether these insurers have the means and motivation to deliver value to Medicare and Medicaid is unproven.

War in History, 2006
In recent years Terence Zuber has maintained that the document commonly known as the ‘Schlieffen Plan’ was, in fact, no real war plan. This article takes issue with Zuber’s far-ranging conclusions. It examines his use of sources, places German war planning in its wider political context, and considers evidence overlooked by Zuber.

Computing driving directions in road networks is a fundamental problem. Although it can be solved in essentially linear time by Dijkstra's algorithm [6], this is not fast enough to enable interactive queries on large-scale inputs. Instead, modern algorithms typically work in two stages: first an offline preprocessing routine computes some auxiliary ...

Planning Theory, 2013
This article argues that contemporary planning theory is underpinned by an anti-realist ontology that has eroded its capacity to engage meaningfully with the materiality of space. The article draws on the experience of the author as a planner in a large city in the global South to illustrate the limits of planning theory.

In this article, we describe how real world planning problems can be solved by employing Artificial Intelligence planning techniques. We introduce the paradigm of hybrid planning, which is particularly suited for applications where plans are not intended to be automatically executed by systems, but are made for humans.

Real-Time Plan Adaptation for Case-Based Planning in Real-Time Strategy Games
2008Case-based planning (CBP) is based on reusing past successful plans for solving new problems. CBP is particularly useful in environments where the large amount of time required to traverse extensive search spaces makes traditional planning techniques unsuitable.

Urban Drought Planning vs. the Real Thing
Building Partnerships, 2000The Washington, D.C. metropolitan area is supplied by three major utilities serving a total population of 3.6 million people. Planning for drought in the Washington, D.C. metropolitan area has been conducted for decades. In addition to the structural alternatives studied, an academic exercise conducted largely at the Johns Hopkins University in ...

Real-time path planning for Aerial robot in real environments
2009 35th Annual Conference of IEEE Industrial Electronics, 2009The problem of real-time path planning in actual environments is challenging. This paper presents a realtime planning algorithm using image processing techniques for navigating a Aerial robot in known irregular environments. It includes two steps. The proposed strategy, based on the generation of a novel search space, finds a suboptimal rough path as ...
