Abstract Along with a decline in Russia’s GDP and increased inequality of incomes, the fortunes of Russia’s regions have diverged substantially. At one end of the scale, Moscow city has a booming economy and in the third quarter of 1997 recorded average incomes 9.0 times the locally costed ‘subsistence minimum’ (prozhitochnyi minimum).
