Abstract Powersharing systems rely on descriptive representation, where elected elites ‘stand in’ for their segment's voters, incentivising intransigence and penalising cross‐segmental cooperation. Yet powersharing politics regularly witness cross‐segmental appeals, voting patterns and party formation.
