AbstractSafety at sea has to be seen in perspective and in relation to other hazards, and its risk analysis is as yet a relatively inexact discipline. An examination of risks and the causes of marine accidents shows that some of the more popular notions of safety at sea, and hence measures proposed to improve matters, are not necessarily always correct.
