This framework estimates growth rates and disaggregates these rates of change into geographical structure effects and performance effects.

Comment: Regional versus Industrial Shift-Share Analysis

His arguments ignore demand-pull considerations, and his alternative model implies that policymakers can dramatically alter the sectoral composition of the local economy in the medium term.
