This is an important paper. The authors give explicit constructions for simple 8-\((31, 10, 93)\) and 8-\((31, 10, 100)\) designs. The designs are constructed with \(\text{PSL}(3, 5)\) as automorphism group, although it may not be the full automorphism group. We introduce basic ideas of asymptotic analysis and present a number of models which describe complex processes, the components of which occur at significantly different rates. Such models in a natural way contain a small parameter which is the ratio of the slow and the fast rates, thus lending themselves to asymptotic analysis.
