A relationship between budget, expense, and the morale of a team for developing a small satellite is proposed by introducing a psychological parameter “Anxiety”. Based on this parameter cost of the satellite, cost-effectiveness, frequency of launch, and accumulation of achievement are expressed, and the way of budgetary management is also discussed.
