Space charge polarisation is first defined and those aspects of it which will and will not be considered at length are distinguished. Basic equations of charge motion in solids and liquids are discussed for the situation where a single mobility is an adequate approximation for each mobile species.

We examine the feasibility of creating an electric space‐charge field of order 109 V/m using radial and axial focussing on a pulsed beam of 200 MeV H− ions. When a bunch of H− ions is focussed into a disc‐shaped concentration, the electric field is uniform and the electrons are shed abruptly, leaving a neutral beam of H0. Subsequent stripping of the H0
