Rusya Çarlığının dil ve eğitim politikalarının belirleyicisi olan dil bilimci ve misyoner Nikolay İlminskiy tarafından Türk topluluklarını ayrıştırmak için yerel dillerin edebi dile dönüştürme siyaseti bu temelde başlamıştır.
