Who Cares About the Budget? The Effect of National and State Fiscal Policy on State Electoral Accountability [PDF]
Although state government officials have direct power over certain issues like fiscal policy, legislatures and governors can be held accountable for conditions largely outside their control, such as unemployment at the state and national levels.

Pulsed DC Sputter Deposition of Stable Turbostratic Boron Nitride Thin Films
Boron nitride (BN) films are deposited by sputtering from a boron target. During deposition, a substrate bias voltage is applied between the plasma and the sample, which reduces excess boron in the film and enhances the crystallinity. This process prevents the formation of boric acid and ammonium borate hydrate.

Extending the State Fiscal Relief Provisions of the American Recovery and Reinvestment Act (ARRA) [PDF]
During recessions the federal government tries to stimulate the economy (i.e., "prime the pump") by increasing spending and cutting taxes. This requires deficit spending. But state governments have to balance their budgets in both good times and bad. So,
