Anions of fullerenes and small metal clusters have been stored in the storage rings ASTRID and ELISA. Decays on a millisecond time scale are due to electron emission from metastable excited states. For the fullerenes the decay curves have been interpreted in terms of thermionic emission quenched by radiative cooling.

We derive the theory of mode locking phenomena in the novel type of the free electron laser called Photon Storage Ring (PhSR). We found the electron beam parameters for which the mode locking appears. We examine the characteristics of the pulse mode regime and outline the possibility of the femtosecond pulse generation.
