This chapter discusses the challenges that substate leaders faced after the war and the party-based tools they used to forge networks. It analyzes how substate leaders subjugate rank-and-file officials and explores the four mechanisms that were deployed by regional leaders as they sought to secure competent and loyal colleagues.
