Abstract Polar coordinates quantization of the bivariate Gaussian and other cir- cularly symmetric sources has already been investigated. The schemes quantize the polar coordinates representation of the random variables independently in an attempt to reduce the mean square error below that of an analogous rectangular coordinates quantizer.

Symmetric Block Designs and Optimal Equidistant Codes

In this paper, it is shown that any symmetric block design with parameters \((v, k, \lambda)\) generates optimal ternary and quaternary constant-weight equidistant codes, whose parameters are uniquely determined by the parameters of the block design.

The Most Likely Optimal Symmetric RVLC
