Abstract This chapter introduces David Caron’s influential argument that Articles 7(2) and 76(9) of UNCLOS ‘negatively imply’ that baselines and the zonal limits measured from them are, as a general rule, ambulatory. It points to two important differences between these provisions neglected by Caron’s analysis.
