An Empirical Study on the Behavior of Landowners in order to Conserve Urban and Suburban Forest

都市近郊においては, 地価高騰の影響により, 公園整備のほとんどが用地取得の費用で占められ, 用地そのものの確保がいっそう困難な状況になっている。そこで, 用地を使用貸借または賃貸借の形で確保し, 公開緑地として住民の利用に供するといった施策が実施され, 横浜市などで効果をあげている。本報告では, 横浜市市民の森事業と神奈川県内4ヶ所で行った林地所有者に対するヒアリング調査の結果をとりあげて, 使用貸借型であることの効果, 固定資産税等の税金控除の効果, さらに所有者からの買いあげ請求に対する市側の積極的な対応の効果などについて考察した. その結果, 所有者の土地資産運用面からも有効な施策であることが判明した。
