ABSTRACT Norm diffusion research explains the international travel of norms in semantic terms, through resonance, framing, grafting and localisation. Such accounts presuppose norms to be portable objects whose identity persists through transit. Yet, ontologically, norms exert causal force only where a real social group endorses and enforces them.
