THE YEAR 1960 WAS CHOSEN FOR THE STUDY BECAUSE OF THE COMPLETENESS OF THE INFORMATION AVAILABLE FROM THE CENSUS. IN THAT YEAR, 17 STATES, INCLUDING THE DISTRICT OF COLUMBIA, HAD COMPULSORY MOTOR VEHICLE INSPECTION.
