Swiss Political Science Review, EarlyView.Abstract Powersharing systems rely on descriptive representation, where elected elites ‘stand in’ for their segment's voters, incentivising intransigence and penalising cross‐segmental cooperation. Trust, relationships and resources enable it; bureaucracy, timing and capacity constrain it. We provide six policy recommendations for advancing knowledge co‐production.
