Functional local operators in voting theory. II

[For part I, see Autom. Remote Control 45, 613--620 (1984; Zbl 0561.90007).] We investigate the reasons for the observed inconsistency of seemingly natural conditions imposed on voting operators. We establish under what conditions analogs of the Arrow paradox arise in the framework of the functional approach to voting problems.

Voters' preferences depend on available information. Following Case-Based Decision Theory, we assume that this information is processed additively. We prove that the collective preferences deduced from the individual ones through majority vote cannot be arbitrary, as soon as a winning quota is required.
