Analysis of a government’s job creation policy: An internship program for youth
Korean Public Administration Review, 2018본 연구는 청년실업의 문제를 해결하기 위해 시행되고 있는 공공기관의 청년인턴제도에 관해 논의한다. 청년 인턴제도는 정규직 전환 비율이 적은 문제 등 형식적인 집행으로 비판받아왔지만, 단기적으로 실업률을 줄일 수 있는 유용한 방법으로 시행되고 있다. 이러한 현상에 대해 본 연구는 정책대상자가 아닌 정책집행자의 관점에서, 분명한 목표와 예산에도 불구하고 정책이 실패하는 원인에 대해 논의하고자 하였다. 본 연구는 청년인턴제도의 성격을 분석해 정책 실패의 원인이 제도의 형식적 집행에 있다고 보았다.
