Zero-rating and network effects [PDF]
Economics Letters, 2020 Abstract We consider internet service providers’ incentives to zero-rate, i.e. to not count the usage of certain services towards data allowances, in the absence of payments from content providers. We show that zero-rating is adopted if and only if it strongly increases subscriptions.

Mismatched Decoding Reliability Function at Zero Rate [PDF]
IEEE Transactions on Information Theory, 2022 We derive an upper bound on the reliability function of mismatched decoding for zero-rate codes. The bound is based on a result by Koml s that shows the existence of a subcode with certain symmetry properties. The bound is shown to coincide with the expurgated exponent at rate zero for a broad family of channel-decoding metric pairs.
