Governing by Ambiguity: Sociotechnical Imaginaries of Platforms in China
ABSTRACT Besides clear policy directives, the unresolved and open‐ended elements in policy communication also create discursive politics. This article argues that ambiguity in policy communication reflects the state's exercise of power within a fractured sociocultural landscape.

电力变压器绝缘老化评估为电网的长期安全稳定运行提供了技术支持,在保证非破坏性试验的基础上,对绝缘状态进行诊断也是一直以来的研究热点。文中基于广义维纳过程对变压器建立老化模型,通过相关试验数据得到老化诊断指标,从而衡量变压器绝缘老化状态。对变压器健康状态进行分级,采用上述模型预测最短降级时间,相比于直接进行寿命预测,短期预测可以将未来人为操作信息纳入模型,最大化解决信息挖掘不充分的问题。最后对老化评估模型的相关分布参数进行优化求解,采用内蒙古电网设备真实历史数据迭代训练 ...

文章提出了基于合闸振动信号的变压器振动固有频率识别方法,可以据此来实现对变压器机械状态的评估。首先,文章建立了变压器多自由度非线性轴向振动模型,通过计算得出变压器在发生故障时其固有频率将会发生变化,而振动固有频率可以从变压器的合闸振动信号中提取得到,基于此文章提出了基于变分模态分解和特征系统实现算法结合的变压器固有频率识别方法,并根据固有模态分量的统计特性,提出了基于延时峭度法的模态识别方法,最后通过仿真与实验证明所提方法较传统方法而言可以有效的降低谐波模态的干扰,提高固有频率的识别精度。
