随着数字经济逐步成为全球经济发展的重要支撑,数字平台公司的风险治理将成为影响各国未来经济发展的重要因素。基于对风险治理概念的分析与公司治理理论的溯源,指出了数字平台公司的治理困境。梳理了中国、日本和美国的治理制度改革理念与具体的风险治理实践。比较了这3个国家的治理制度改革,并提炼出各国在多方利益相关者之间构建风险沟通渠道的治理改革共识,最后提出了数字经济在东亚与全球范围内进行区域性合作发展面临的阻碍与可行路径建议。

本文利用第三代海浪模式SWAN基于非结构三角形网格和矩形网格分别对1319号“天兔”、1323号“菲特”两场台风影响下的福建沿岸有效波高进行了数值模拟。其中,福建中部A海堤的三角形网格模拟的平均绝对误差分别为0.15m、0.16m,而矩形网格的平均绝对误差分别为0.23m、0.22m;三角形网格模拟的均方根误差分别为0.19m、0.20m,而矩形网格的均方根误差分别为0.26m、0.28m,说明两种网格的模拟值与实测值较吻合。然而三角形网格的模拟效果更好一些。这说明 ...

考虑自然接地体影响的风机塔筒底部雷击瞬态过程分析

大量风机控制和电力变换设备集中布置于风机塔筒底部,易遭受雷电反击过电压而损坏。建立了考虑风机钢筋混凝土基础自然接地作用的雷击瞬态模型,采用频域矩量法进行求解,通过傅里叶反变换获得设备安装位置的时域瞬态过电压波形和冲击阻抗。计算结果表明,考虑混凝土中的钢筋能显著降低风机雷电冲击接地电阻和塔筒底部电位抬升,在高土壤电阻地区影响更加明显;风机承台中的钢筋散流作用明显,考虑承台钢筋时风机冲击接地电阻和塔筒底部电位升明显减小,随着垂直桩基数量的增加,风机冲击接地电阻值和塔筒电位升进一步降低 ...
