[[abstract]]世界各國均面臨護理人力短缺問題，護理人員因為工作壓力大與工時過長紛紛離開護理工作，台灣全民健康保險總額預算制度實施後，許多醫療機構為因應全民健康保險的多項費用抑制措施及降低成本，而精簡護理人力的措施，導致護理人力與病床比逐漸提升，加上醫院評鑑要求護理照護技術及流程標準化，詳實紀錄護理過程耗時，讓護理人員的負荷不斷的增加，此現象可能造成護理人員的工作負擔過重，進而造成離職率高，更嚴重的是會延長病人的住院天數，而合併症和死亡率及異常事件也會隨之增加。當護理人力不足的時候 ...
