大数据公共数据的要素化既有迫切需求和巨大价值，又具备良好基础和实施保障。为了实现公共数据的要素化，数据要素智能构建技术与公共数据产权运行机制需要协同创新和融合发展。梳理了公共数据的分类和参与主体，提出一套公共数据产权运行机制，包括公共数据产权结构性分置制度、公共数据确权授权机制和个人信息授权机制，并搭建一套数字化系统来承载该机制，以建立健全数据要素各参与方的合法权益，促进公共数据在政府各部门、各层级、各主体之间的安全、合规、有序流通。

Gaoya dianqi, 2020 近年来,鸟害故障在云南电网输电线路跳闸故障中所占的比例逐渐增高,已成为影响输电线路安全稳定运行的主要故障之一。文中通过收集云南电网2014—2016年3年来鸟害跳闸故障的历史数据,根据鸟害跳闸故障的地理特征以及杆塔结构特征,建立鸟害风险评估层次结构模型。采用专家调查法与模糊层次分析法相结合的综合评价方法,利用专家级调查法确定1级指标权重系数,利用模糊层次分析法确定2级指标权重系数。在模糊层次分析法中,利用鸡群优化算法对权重系数进行优化,降低数据处理复杂度,使权重系数求取更加准确。然后通过历史鸟害故障数据,
