畜牧产业是我国农业经济的重要支柱,重大动物疫病(如非洲猪瘟、高致病性禽流感等)的爆发不仅会造成养殖业的重大损失,还可能引发公共卫生安全风险,制约畜牧产业高质量发展。本研究从重大动物疫病防控体系的价值出发,从监测预警、免疫接种、应急处置、监管溯源四个维度梳理防控体系的构建路径,结合实践中存在的监测盲区、应急响应滞后、基层防控能力薄弱等问题提出强化科技支撑、完善协同机制、提升基层能力、健全保障体系等优化措施,旨在为构建科学高效、全链条覆盖的重大动物疫病防控体系提供参考,助力畜牧产业健康稳定发展。
