For radio waves in the high-frequency band (6–30 MHz), the ionospheric plasma is a refractive medium, with an index which depends on local electron density. HF backscatter radars can use this property to take soundings of the ionosphere by transmitting radio pulses at low elevation angles (see fig. 1).
