Summary: Let \(H\) be a normal subgroup of a finite group \(G\). We show that: If a \(\text{GBRD}(\nu,k,\lambda;G/H)\) exists and a \(\text{GBRD}(k,j,\mu;H)\) exists then a \(\text{GBRD}(\nu,j,\lambda\mu;G)\) exists. We apply this result to show that: (i) If \(k\) does not exceed the least prime factor of \(| G|\), then a \(\text{GBRD}(k,k,\lambda;G)\)
