Kern dieser Arbeit ist die Entwicklung eines technischen Zeitmesssystems, das zeitliche Auflösungen von 30 ps erreicht. Das System basiert dabei auf einem neuartigen Konzept, welches die Signalverzögerung auf internen Leitungen integrierter Schaltkreise ausnutzt. Dieses Konzept trägt den Namen BOUNCE.
